Goethals?

That awkward moment when you think of a revolutionary idea and another person gets credit for it. 
George Washington Goethals was appointed as chief engineer in 1907. Under his leadership workers removed cubic yards of spoil from the Culebra Cut and finished Stevens brilliant plans. The Panama Canal was finished in 1914.
